After overpopulated metropolises spread across the entire earth, mankind realizes that it has to create new habitat on the sea floor. Seaweed farms provide food. Desalination plants provide drinking water. Laboratories research the technologies required to build an underwater network.

In Underwater Cities, players each found their own underwater nation. They collect resources for town planning, a transport network and the facilities that make life under water possible.

All of this happens via a map mechanism with which various actions can be selected. If the card matches the action, the player also receives an advantage from the card itself. However, sometimes an action is so tempting that the player will choose it with a card that does not match.

In other cases, the advantage of the card is so important that the chosen action hardly plays a role. The main thing is that it matches the card. Weighing these decisions carefully is the key to building an undersea habitat where humanity can flourish and prosper.
